November 15, 1998

Cecil Parks called the meeting to order at 3:00 pm. The list of attendees is attached. Due to a delay in photocopying the minutes, the meeting did not proceed according to the agenda. When they did arrive, the minutes from the previous meeting were approved without changes.

Cecil noted that in the upcoming elections, the position of Treasurer will be contested for the first time. Mr. Harry Webb and Mr. Trent Primm are candidates for Treasurer. The slate of candidates is attached. The following corrections to address information for the 1999-2000 slate of candidates:

Program Committee

A report from the Program Committee was presented by Ron Marble. Marble noted that funds were needed to support the electronic paper review. Dennis Tollefson moved that $900 be approved to support the electronic paper review using the World Wide Web. The funds are to support the one-time setup charge for the Web page and for a trial use for the review for the Boston. The motion was seconded.

It was reported that the Section has a current balance of $13,000 so funds are available. Parks requested that the motion include a status report on the electronic paper review to be presented to the Executive Committee in Boston by either Marble or Dehart. The motion was approved unanimously. Discussion following the motion led to the suggestion that a search be made for a corporate sponsor for the Web page.

I.K. Abu-Shumays made a presentation regarding the upcoming Mathematics and Computations meeting in May of 2000. The "Call for Papers" has been issued and Shemais requested that NCS provide people to review the abstracts and possibly review full papers. A motion was made that NCS co-sponsor the meeting and that a member of our program committee be on their program committee. The motion passed but with three opposed

It was noted that the next planned topical is in the summer of 2001 in Reno, Nevada. Steve Bowman is the General Chairman. The International Conference on Nuclear Criticality Safety (ICNC99) is in Paris France in September 1999. ICNC99 abstracts are due December 1, 1998.

Education Committee

Thirty-two people had registered for the workshop to be held at the ANS meeting.

Qualification criteria for practicing criticality safety analysts are being planned. A mission statement is being developed.

Membership Committee

ANS membership has dropped 32% since 1994. NCS membership during the same period has increased 3.7 percent currently have 576 members.

Several suggestions were made to enhance membership:

    1. advertise on website,
    2. make communications easier,
    3. should strive for international members, and
    4. implementing a qualification program.

It was noted that the NCSD web page should be referenced in all promotional or information literature or correspondence.

Publications Committee

The newsletter is published twice a year, fall and spring. The next one is scheduled for May 15, 1999. Information can be emailed to Krista.e.boman@mcdurmit.com or sent by FAX to 804-522-9522. The deadline for the next newsletter is April 23.

Web page

B. L. Lee would like to assume responsibility for the Web page. He is currently trying to upload the NCS newsletter to the page. It was noted that it may now be appropriate for the division to create a website committee. It was noted that perhaps the page should have links to other NCS-related sites. A. Garcia noted that the committee could coordinate all activities of the site. The focus of the committee would be to maintain an accurate and current set of links. Need to have something in place to tell what to update. Parks agreed to contact Sharron Kerrick at ANS regarding the web page. Parks will establish an ad hoc committee and request the committee to report to the Executive Committee in June, 1999. Potential members of the committee include: McLaughlin, A. Garcia, Morman, Wilson, and Paulson. It was suggested that the committee check with Jim Woman of DOE to see "what is going on at DOE web site".

Honors and Awards

Kevin Carroll reported that the committee has selected 8 papers from the Washington meeting to be considered for honors. Technical content, applicability, and presentation style will all be factors in the grading of presentations. The following points were raised without resolution:

    1. There has been no discussion of a monetary award.
    2. The procedure for judging the papers should be clarified if we are going to award money.
    3. Five people selected the eight papers but selection of the best paper has been an Executive Committee function. There are currently no rules for operation. Should the program committee be responsible for judging papers?

Special honors

This is a subcommittee of Honors and Awards and deals with choosing ANS fellow candidates. The question was raised as to whether the Section should consider broadening the types of awards. It was noted that National awards are solicited. Any suggestions or ideas should be sent to Mike Westfall.

ANS-8

There are currently 15 active standards. One standard is in preparation. Standard 8.1 was revised this year and was approved Sept. 9, 1998. Two standards were reaffirmed and sent to ANS 16. ANS-8.7 is currently at ANS and waiting to be approved. ANS-8.12 is under consideration. It is currently in maintenance mode. It is likely that the pipe intersection standard will be removed. ANS-8.10 and -8.20 were reaffirmed. The following standards, ANS-8.17, -8.12, -8.19, and 8.22 will meet at this meeting.

A motion made to accept the budget as entered. It was noted that expected income is (576 members @ $1 per member) $576. Budget carryover from 1998 is $12,112. The motion passed unanimously.

By-laws

Dennis Tollefson reported that some of the By-laws are not currently accurate. He stated that there is a need to create a new category, which ANS National calls rules, but which might be more commonly called operating procedures. These procedures provide information on job descriptions. Tollefson has decided to redo NCS By-laws but the revisions will not be ready this year. The revised By-laws will be issued for comment before a vote is taken..

Nominating Committee

The attached slate of candidates was approved.

Old Business

Parks is considering placing the entire NCS electronic mailing list on web with access available to anyone.

New Business

Regarding student conference support, a motion was made to provide $250 to the eastern regional conference. The motion passed unanimously.

There is a new 10CFR70, NRC Standard Review Plan. The plan affects only commercial vendors. NRC is going to performance-based rather than compliance-based; risk-based rather than consequence-based. There was considerable discussion about probabilities and risk assessment and general agreement that NCS needs to respond. Parks suggested that NCS form an ad hoc workgroup called, for instance, the Part 70 workgroup. Parks noted a need to inform Sherry Kerry, ANS Board, of our actions.
