Program Committee Meeting

November 15, 1998

The meeting was opened by Ron Marble, Program Committee Chair, at 1:30pm. Four members of program committee meeting were present - Debbie Henrikson, Keys Niemer, Wayne Andrews, and Ron Marble.

There will be an electronic paper review for next ANS national meeting in Boston. It is a goal of the Chair to reduce the number of people who attend Paper Review meeting but some will still have to attend to make decisions. Mark DeHart provided a report on implementing an electronic paper review (see attachment). For the next meeting, the program committee will still do a "traditional" review but will also have an electronic review. Regarding signature of reviewers, when a paper is submitted, it is assigned to two reviewers. Reviewers will be electronically authorized. There will not be open division access to papers, only reviewers will have access. A motion was made and approved to send DeHartıs proposal to the Executive Committee. It is uncertain as to manner of financing the electronic paper review. It was agreed that there is a need to have a formal proposal prepared and sent to the Executive Committee.

The following individuals indicated their status for attending the Paper Review Meeting in Boston on February 8-9, 1999.

The Chair noted that a location and time had been made available for ANS-8 meetings and that he hoped the practice would continue.

The Chair noted that there was a need to finalize sessions for 1999 Long Beach California and called for suggestions. Possible topics included:

Criticality Safety of low-moderated systems

Format and content of Criticality Safety Analyses

Uncertainty and sensitivity in criticality safety

Use of non-destructive assay in criticality safety

Criticality accident analysis including "slow cooker" and shipping cask accident

Criticality safety analysis for permanent disposal

Plutonium disposition, U-233 and special actinides session

Site response to 97-2 industry response

Archiving old data, videotaping pioneers; documents never before released

An updated version of NCT04 (a criticality accidents report) will have its first major distribution at ICNC99. Research reactor criticality accidents will be documented.

It was resolved that the following sessions would be proposed for the Winter 1999 meeting(Long Beach, the second names are the backups):

1. Data and analysis for NCS - Jim Baker

2. Training and qualification initiatives in NCS - Wane Andrews, Adolph Garcia

3. NCS "Area of Applicability: current practices and new approaches", Kayes Niemer, Mark DeHart

4. NCS of weapons- usable fissile material deposits, Andrew Prichard, Trent Primm

5. Criticality accident analysis methods; bridging the gap between benchmark experiments and reality, Peter Angelo, Robert Kimpland.

It was agreed that is was the responsibility of the Education committee to decide if a tutorial should be provided at the meeting.

It was noted that in 2001 there will be an embedded nuclear criticality safety topical meeting at the ANS national meeting. Fitz Trumble will serve as the Technical Program Chair (TPC). Kevin Reynolds will be the Assistant TPC. A theme is needed for the meeting. Calendar placement will be confirmed at the next ANS national meeting.

It was noted that the last poster session sponsored by the division was in 1996. The comment was made that these sessions are held generally every 5 years and so that 2001 might be considered the next date. It was noted that an ANS 8 poster session is scheduled for 2001.

Attachment

Proposal for NCSD Electronic Paper Review Procedure

Mark DeHart, NCSD Program Committee

  1. Web site will be created with database and forms functions by Hanna Shapira (Techno-Info Comprehensive Solutions, Inc., ORNL) Cost: one time setup charge of $400, plus $250/meeting, with a minimum three year commitment.
  2. Web interface (home page with links for various functions) will be created by Mark DeHart. The interface will provides links for submission, review, and administrative functions
  3. Site development will proceed in three phases:
  1. Develop mechanisms for remote electronic review for papers posted manually. Initially, an HTML file will be manually created (from a template) for each paper. This is basically where many other Divisions using electronic review stand
  2. Create a cgi-driven database to allow entry of pertinent information and automatic generation of HTML files for each paper.
  3. Creation of a mechanism to allow remote electronic submission of papers, in either postscript or pdf format (the latter would be preferred). This approach is used by Mathematics and Computations Division
  1. Phases (b) and (c) are intented to lessen the burden placed on the review session organizer.
  2. Development should be rapid, but all three phases may not be completed prior to the Boston Paper Review. However, at least phase (a) will be complete. It is hoped to be able to use this review as a dry-run test of electronic review. Full paper review should be planned, but may not be necessary. Non-electronic (paper) summaries will be used, for the most part.
  3. Paper summaries will still be required to submit to ANS.
  4. Non-electronic submission will still be allowed, but will have to be scanned and placed into digital format by the organizer.
  5. Paper copies of all summaries and printouts of reviews will be hand-carried to the scheduled paper review meeting. This will allow the addition of any late papers. Some reviewers will still be required to attend to review late papers and take care of other business (i.e., letters to authors).
  6. Each electronic review will involve three parties:
  1. Administrator v Ms. Shapira will perform this function, which will include maintenance and upgrade of the web site.
  2. Organizer(s) v the Program Committee chair and/or an appointee(s) who will take responsibility for posting any non-electronic summaries, verification of data, approval of papers for public posting, selection/approval of and coordination with reviewers, and other operational aspects.
  3. Electronic Reviewer(s) v volunteers approved by the Organizer(s) for reviewing, who must have access to the world-wide-web via Netscape or Internet Explorer. Review period is likely to be over a brief period (e.g., one week) and will be completed at least on week in advance of the Paper Review meeting

10. This plan has been developed in such a way that we should be able to make a smooth transition to electronic review, with the cooperation of submitters.
